Performance measurement is an achievement oriented management system / approach using the Earned Value concept. The Earned Value concept recognizes that the standard comparison of budget vs. actual cost is not an adequate indicator of progress. Earned Value is a value assigned to work which was accomplished through a particular period in time. This value can be stated in any measurable unit appropriate, i.e., time in hours (or portions thereof), lines of code for software, pounds of steel, cubic yards of concrete, etc. At executive levels, these measurements will be displayed in the desired currency because it is the common denominator. There have been many textbooks which attempted to discuss the concept of performance measurement using the earned value concept. They have been primarily oriented toward the Department of Defense environment. This text is written to address all environments - energy, construction, aerospace, defense, environmental management, etc. in all countries. Countries with a successful history of using this concept are Australia, Canada, England, Sweden and the United States of America. There are some 500 organizations who employ this concept around the world. While there have been many initial attempts to describe this discipline, one person is credited with documenting examples integrated with technical concepts which are best understood by first-time readers.
