NPD 1000.0C, NASA Governance and Strategic Management Handbook – dated 29 January 2020

This is a high level governing document with “two primary aims:  (1) to set forth NASA’s governance framework—principles and structures through which the Agency manages mission, roles, and responsibilities; and (2) to describe NASA’s strategic management system—process by which the Agency manages strategy and its implementation through planning, performance, and results”.

This document references OMB Circular A-11 and the approach NASA follows to formulate and execute their annual budget as well as project execution and controls. There is also a high level discussion on monitoring, evaluating, and reporting performance progress.
