1834.2 NASA FAR Supplement Major System Acquisition EVMS Policy – dated September 2015

This NASA procurement regulation implements the FAR EVMS requirements for the agency. It states that NASA requires an Earned Value Management System (EVMS) development or production work, including development or production work for flight and ground support systems and components, prototypes, and institutional investments (facilities, IT infrastructure, etc.) as specified in the regulation. It discusses the use of pre-award IBS and lists the applicable solicitation provision and contract clauses (1852.234-1 and 1852.234-2) in accordance with OMB Circular A-11. Section 1834.201, Policy, defines the dollar threshold requirements for a compliant EVMS: $20M (compliant EVMS required) and $50M (EVMS compliance review required). The related NASA Procurement Class Deviation raised the EVMS compliance review threshold from $50M to $100M.
