DODI 5000.02 - Operation of the Adaptive Acquisition Framework - dated 23 January 2020

This Instruction contains the direction for the implementation of the Defense Acquisition system.  Where an EVMS is concerned, for contracts greater than $100,000,000 the following are required:  compliance with the EVM system guidelines in EIA-748; the contractor’s EVM system must be formally validated and accepted by the cognizant contracting officer; monthly reporting using the Integrated Program Management Report Data Item Description (IPMR DI-MGMT-81861A); and the conduct of an Integrated Baseline Review. For contracts greater than $20,000,000 and less than $100,000,000, the following are required: an EVMS that complies with the EIA-748 guidelines and monthly reporting using the IPMR.

The 23 January 2020 version restructures the previous defense acquisition guidance (aka Operation of the Defense Acquisition System) to "improve process effectiveness and implement the Adaptive Acquisition Framework (AAF)" and to better reflect the current content. DoDI 5000.02 will eventually cancel the January 7, 2015 version of DoDI 5000.02; that version has been renumbered DoDI 5000.02T (Transition) to establish a distinction between the two issuances.
