Earned Value Management Implementation Guide – dated January 18, 2019

Earned Value Management (EVM) is a widely accepted industry best practice for program management that is used across the Department of Defense (DoD), the Federal government, and the commercial sector. Government and industry program managers use EVM as a program management tool to provide situational awareness of program status and to assess the cost, schedule, and technical performance of programs. EVM is meant to be flexible and mirror the management practices of the contractor, not to impose burdensome requirements.

Part 1 of the Earned Value Management Implementation Guide (EVMIG) describes EVM Concepts and Guidelines. Part 2 provides guidance for Government use of EVM, including guidance for applying EVM requirements to contracts, an introduction to analyzing performance, and a discussion of baseline review and maintenance and other post award activities. The appendices contain additional reference material.

This document is intended to serve as the central EVM guidance document for DoD personnel.
