EVMS Center Business Practice 5: EVMS Request for Compliance Assessment (RCA) - dated December 11, 2023

DCMA Business Practice (BP) 5 defines the process for the EVMS Center personnel to conduct a compliance assessment of a contractor's EVMS. These assessments are conducted when an EVMS implementation problem has been identified by the PM, EVMS functional specialist, or other stakeholder organizations for an approved EVMS. It applies to prime contracts and subcontracts.

An RCA is a focused assessment of the contractor's EVMS, EVM System Description, processes, related tools, and the contractor's ability to implement the EVMS on contracts with an EVM requirement. The primary objectives are to:

  • Ensure accuracy of performance data generated for government contracts;
  • Determine if the system acceptance should be suspended or withdrawn; and
  • Assess and ensure correction of identified issues which do not require a formally accepted system or ongoing surveillance.
