EVMS Center Business Practice 5: EVMS Review for Cause (RFC) - dated 16 February 2021

DCMA Business Practice (BP) 5 defines the process for the EVMS Center personnel to conduct a Review for Cause (RFC) of a contractor's EVMS. These assessments are conducted when an EVMS implementation problem has been identified by the PM, EVMS functional specialist, or other stakeholder organizations for an approved EVMS. It applies to prime contracts and subcontracts.

An RFC is a focused assessment of the contractor's EVMS, EVM System Description, processes, related tools, and the contractor's ability to implement the EVMS on contracts with an EVM requirement. The primary objectives of the RFC are to:

  • Ensure accuracy of performance data generated for government contracts;
  • Determine if the system acceptance should be suspended or withdrawn; and
  • Assess and ensure correction of identified issues which have been identified by a stakeholder which do not require a formally validated system or ongoing surveillance.
