The Integrated Program Management Data and Analysis Report (IPMDAR) is a contractually required contract performance report for a government customer described in the Data Item Description (DID) DI-MGMT-81861C. The original DID, DI-MGMT-81861B, was issued in March 2020. The updated DID, DI-MGMT-81861C, was issued in August 2021. The IPMDAR DID superseded the Integrated Program Management Report (IPMR) DID DI-MGMT-81861A. It is typically placed on contracts after March 2020. Selected government agencies continue to place the IPMR DID on contracts as they prefer the familiar report outputs (Formats 1 to 5) defined in the IPMR DID.
The IPMDAR is normally prepared monthly to formally provide technical, schedule and cost status as well as forecast information for the government customer on major projects (typically $20M or more or as defined in the contract). The IPMDAR provides current performance data the customer can analyze for early identification of problems that may have significant cost, schedule, or technical impacts for use in making and validating management decisions.
The IPMDAR consists of two datasets that are extracted from the contractor's EVM and scheduling systems that are submitted electronically along with a Performance Narrative Report. The requirements for the contents of the two datasets are defined in File Format Specifications (FFS) and Data Exchange Instructions (DEI). These are JSON (JavaScript Object Notation) encoded files that are submitted to the DoD EVM Central Repository (CR).
The Contract Performance Dataset (CPD) provides the complete set of cumulative to date and time phased cost performance data for the contract. This includes the Budgeted Cost for Work Scheduled (BCWS), Budgeted Cost for Work Performed (BCWP), Actual Cost of Work Performed (ACWP), and Estimate to Complete (ETC) with summary element of cost detail (labor, material, other direct cost, or subcontract). At a minimum, the control account level must be provided. A contract may specify the work package level instead. The intent is for the government customer to use the source data to perform their own analysis of the time phased cost data. The IPMR Formats 1, 2, and 4 can be produced from this source data as needed once the JSON encoded data is converted to Excel or similar format.
The Schedule Performance Dataset (SPD) provides the source integrated master schedule data for the contract. It is usually accompanied with a native schedule file from the contractor's scheduling system. The schedule activities should be traceable to a least the control account level in the CPD, and when applicable, to the work package level in the CPD. As for the CPD, the intent is for the government customer to use the source data to perform their own schedule analysis.
The Performance Narrative Report includes an executive summary along with detailed analysis of the data provided in the cost and schedule datasets. There are specific narrative content requirements listed in the DID. The default detailed analysis reporting level is the control account level unless the contract specifies otherwise.
