Humphreys & Associates personnel are knowledgeable, skilled, and experienced. H&A Agile Coaches have a deep and broad range of hands-on expertise in traditional and Agile project performance management. Their flexibility and versatility are key characteristics. They are mature and self-reliant leaders with an intrinsic knowledge of how to execute in a program, project and/or solution environment. H&A consultants have held senior positions as enterprise coaches, agile coaches, program managers, scrum masters and product owners. Denise Jarvie

Ms. Jarvie is an experienced Agile Coach and has over ten years of Program Management and Earned Value Management System (EVMS) experience in Department Of Defense (DOD), Department of Energy (DOE), and commercial contracting environments using both traditional and Agile methodologies. She has a background in military intelligence operations with the National Security Agency (NSA) and the National Reconnaissance Office (NRO). Ms. Jarvie served as the Agile Program Manager and Scrum Master for the Knorr-Bremse group, a leading manufacturer for rail and commercial vehicles, and has hands-on program execution experience and proven Agile Transformation success. She worked as the Business Manager and Program Control Analyst for multiple intelligence systems programs at Northrop Grumman Corporation. Ms. Jarvie has provided program management, Agile, and EVMS consulting services on contacts including aeronautics, shipbuilding, Health and Human Services (HHS), and DOE projects.

Ms. Jarvie has assessed EVMS compliance to the EIA-748 Guidelines using the DOD EVMS Interpretation Guide (EVMSIG) and DOE EVMS guides during compliance reviews with the Defense Contract Management Agency (DCMA), Defense Contract Audit Agency (DCAA), and the Office of Project Management Oversight and Assessments (PM-30), to ensure effective internal cost and schedule control systems. She is well versed in the rigors of government compliance reviews and has had considerable experience implementing and working with DCMA's Earned Value Analysis System (EVAS). Ms. Jarvie also served as an active duty Military Intelligence Analyst in the United States Army, and as a Commissioned Military Intelligence Officer in the Colorado Army National Guard.

Relevant Experience

System Design, Development, and implementation

Ms. Jarvie managed development efforts including developing EVM System Descriptions (EVM SD) for DOD and DOE programs including EVMS-Agile integration and implementing a cost toolset on a large DOD program. Ms. Jarvie has developed test plans tailored to processes and tools for the 32 EIA-748 Guidelines in alignment with EVAS traces, Guideline Evaluation (GLE) forms, DCMA Cross Reference Checklist (CRC). and DOE guides.

Training/Coaching

Ms. Jarvie is a Scaled Agile Frameworks® (SAFe®) Program Consultant with the ability to certify Scrum Masters and Product Owners. She has developed and conducted specialized training including Agile for EVMS Professionals and Agile EVMS Integration. She is experienced in leading Enterprise Agile Framework Implementations and coaching Scrum Teams. Ms. Jarvie has prepared many Agile-EV Management Teams for Joint Surveillance Reviews (JSRs), Integrated Baseline Reviews (IBRs), and DCMA and DOE PM-30 compliance reviews.

Technical/Management Support

Ms. Jarvie is an experienced Program Manager, Agile Coach, and Scrum Master. Ms. Jarvie has evaluated and trained CAMs to ensure compliance to company EVM systems and in preparation for government compliance reviews. She has provided governance across Agile programs, and she has performed in-depth root cause analysis and developed Corrective Acton Plans for DCMA and PM-30 recertification.

Jessica Crowley

Jessica Crowley

Ms. Crowley is an experienced Agile Coach who has organically journeyed through an agile transformation from inception, as a scrum master on one of the first beta software teams, to successful expansion, using a Scrum at Scale framework. She has coached multiple sites across the Knorr-Bremse group, a leading manufacturer for rail and commercial vehicles. She served as a development team member on the agile practice, a team of leaders across the organization that specialize in continuously improving business value delivery by guiding the agile transformation through servant leadership, coaching, training and waste removal. She has served as the lead for the Scrum Master Community of Practice, has been the scrum master on diverse teams such as new product development hardware teams, software teams and manufacturing teams. She has successfully coached scrum teams into high performing states that have resulted in an improved value stream and working product increments every sprint in the hands of happy customers.

Ms. Crowley's strong program management background combined with her financial management experience has allowed her to launch multiple process improvement initiatives resulting in a more emergent business case model, a lean product funding approach. and a conversion tool for story points to hours by teams, project, and product. She designed and implemented team level Atlassian toolset dashboards to make progress visible and improve the accuracy of labor cost forecasting. She also launched a portfolio translation layer that allows for continued compliance with reporting requirements for global parent company standards such as: IFRS, GAAP, REX, IRIS and CMMI. She created a historical project reference library and used the data to show overall project performance trends, improve estimation techniques, implement team and companywide work in progress (WIP) limits and implemented the use of Agile KPIs such as throughput, cycle time and flow efficiency.

Ms. Crowley has led workshops and training sessions in the following agile best practices: Story Mapping, Release Planning, Lean Product Canvas Development, Lean Business Cases, Product Road Maps, Team and Product Visions, Persona Development, Large Scale Estimation, Shu-Ha-Ri Team Agility Workshops, Impediment Workshops and Agile Risk Management Workshops.

Agile Coaching

Ms. Crowley has coaching experience with development teams, scrum masters and product owners on scrum events including: Backlog Refinement, Sprint Planning, Daily Standups, Sprint Reviews and Sprint Retrospectives. She is highly experienced in impediment removal and appropriate escalation to leadership. She uses agile working techniques such as pairing and swarming to rapidly develop working products through incremental releases and to develop hyper-performing teams.

Scaling Agile

Ms. Crowley has established and coached scrum at scale at the Enterprise Level resulting in a fully functioning scrum master cycle to include SoS teams, SoSoS teams and an Executive Action Team. She has experience in a variety of prioritization methods such as NPV per point, MoSCoW and the Cost of Delay and has used these methodsto improve the product owner cycle resulting in fully functioning MetaScrum teams and an effective Executive MetaScrum.
