Risk, Issue, and Opportunity Management Guide – dated January 2017

The Risk, Issue, and Opportunity Management Guide was published by the Office of the Deputy Assistant Secretary of Defense for Systems Engineering. The guide is one of several Department of Defense (DoD) policy and guidance documents that address the Department's focus on risk management.

The guide describes strategies and processes for risk, issue, and opportunity (RIO) management that programs should begin early in program development and apply continuously throughout the acquisition life cycle. It begins with a discussion on managing risk for each of the acquisition phases. It then discusses the risk and issue management process: risk process planning, risk identification, risk analysis, risk mitigation, risk monitoring, and issue management along with opportunity management and management of cross-program risks. Appendix B in the document discusses risk management in relation to other program management and systems engineering tools including the WBS, Integrated Master Plan and Integrated Master Schedule, EVM, technical performance measures and metrics, schedule risk analysis, cost risk analysis, and performance risk analysis.
