National Nuclear Security Administration (NNSA) NAP 413.2 Program Management Policy, Recertified April 2022

The National Nuclear Security Administration (NNSA) is a semi-autonomous agency within the Department of Energy responsible for designing and delivering a safe, secure, reliable, and effective U.S. nuclear stockpile as well as providing nuclear propulsion to power the U.S. Navy. The nuclear security enterprise includes a number of laboratories, plants, and sites. Where applicable, the DOE Order 413.3B, Program and Project Management for the Acquisition of Capital Assets may apply. This National Nuclear Security Administration (NNSA) Policy (NAP) document states the policy for conducting program management activities within the NNSA and when an EVMS may be required. This policy applies to the NNSA laboratories, plants, and sites. It does not apply to contractors.
