DoDD 5000.01 - The Defense Acquisition System – dated November 20, 2007
This Department of Defense Directive provides a summary level of the Defense Acquisition System and requires that program managers manage programs consistent with statute and regulatory requirements specified in the Directive. Every PM must establish program goals for the minimum number of cost, schedule, and performance parameters that describe the program over its life cycle. Approved program baseline parameters serve as control objectives. Flexibility is allowed and PMs may tailor program strategies including documentation of program information, acquisition phases, and timing and scope of decision reviews to fit the particular conditions of a program. This must be consistent with applicable laws and regulations and time sensitivity of the capability need.
