Guide to DoD Program Management Business Processes, Version 1.1 - dated August 4, 2022

This Defense Acquisition University (DAU) guide describes the DoD operations to organize, plan, and execute an acquisition program. It is intended to assist acquisition personnel at all levels in program management and integrating all aspects of a program necessary to deliver and sustain defense capabilities. The guide covers the three DoD acquisition processes, capability requirements process, resource allocation process, and the defense acquisition system including the different acquisition pathways described in DODI 5000.02, Operation of the Adaptive Acquisition Framework. It also covers program baseline breaches (Nunn-McCurdy), multi-year procurements as well as governance, tailoring, and the structure of an acquisition program. It discusses the roles and responsibilities of the program executive officer and program manager. The Acquisition Tools section discusses earned value analysis, the Contractor Performance Assessment Reporting System (CPARS), and the DoD Earned Value Management Central Repository (EVM-CR).
